Hanji 964 adds the hostile pre-conversion stage for the later Cao Cao case. Before the surrendered population can become 青州兵 and farming capacity, the 青州黄巾军 are a hungry force attacking 兖州, killing 刘岱, and forcing 曹操 into a costly fight. The source makes 鲍信’s attrition advice a precondition for conversion logic: first survive and exhaust the dangerous force, then reorganize what remains.

Defeated population conversion / 降众资源化 is the statecraft pattern Hanji 968 draws from 曹操’s treatment of the surrendered Qingzhou Yellow Turban forces. The defeated group is not treated only as captives, enemies, or a food burden. It becomes differentiated capacity: selected fighters become 青州兵, while the wider dependent population is tied to farming, supplies, and early 屯田制 logic.
