The concept is a negative branch inside 中国星占政治 and 天象政治责任. The omen does not hold the ruler accountable; it gives the coercive actor a narrative scaffold. Private resentment and political clearing are laundered through a public sign so the killing appears less like personal revenge and more like an event already authorized by Heaven.
Hanji 957 also stresses audience psychology. Officials do not strongly resist because the omen frame, Dong Zhuo’s violence, and self-preservation combine to make the event feel survivable for everyone except Zhang Wen.
