Hanji 922 adds a Ba Commandery grievance case before the Jiaozhi branch. 陈鲍 says the 板楯蛮 have a service history and hereditary exemptions, but local officials turn Han rule into illegal extraction, blocked complaints, and family-destroying desperation. Once 汉灵帝 sends 曹谦 and amnesty, the source says the rebellion settles quickly, making people-support visible as a damaged but repairable security condition.
Hanji 927 adds a Jiaozhi administrative-repair case before the later Liangzhou, Yizhou, and Youzhou branches. Earlier inspectors in 交趾郡 extract wealth and block complaints, so local people and lower officials no longer experience Han rule as protection.
贾从 rebuilds that security environment by investigating causes, reassuring people, recalling refugees and hungry households, exempting corvee labor, removing major violent leaders, and appointing clean county officials. The source’s praise for officials not taking even a meal from locals makes people-support a result of practical administrative conduct, not only moral reputation.
Hanji 937 adds a late-Han personal-safety version before Hanji 938’s paired frontier and moral-authority cases. 傅燮 has enough reputation among Beidi Hu cavalry that even when they are attacking 汉阳郡 with the rebels, they kneel and offer to escort him home. People-support can create a survival channel for the person, but it cannot by itself save the commandery once 边郡军政崩盘 has already occurred.
Hanji 938 adds a paired late-Han prelude before Hanji 940’s Yizhou case and Hanji 942’s Youzhou pacification. Negatively, 耿鄙’s Liangzhou field shows how corrupt frontier governance leaves Qiang-Hu groups and ordinary locals unable to live, making rebellion socially intelligible. Positively, 陈寔 shows local moral authority preserving dignity and repairing a theft case without coercive exposure.
Hanji 940 adds a late-Han Yizhou case through the contrast between 郗俭, 马相, 贾龙, and 刘焉. Xi Jian’s extraction leaves him undefended, Ma Xiang can ride resentment but cannot build durable rule, Jia Long restores order through remaining officials and commoners, and Liu Yan’s 益州宽惠安抚 turns people-support into a provincial entry strategy.
Hanji 942 adds a positive late-Han frontier case through 刘虞’s entry into 幽州. Instead of treating 张举, 张纯, 丘力居, 乌桓, and 鲜卑 as a problem solvable only by force, Liu Yu uses reputation, envoys, and reward signals to induce submission and dispersal.
The source also marks the limit of people-based security as military structure. Liu Yu can stabilize Youzhou, but he still leaves 公孙瓒 with cavalry at 右北平, preserving the armed actor whose suppression-first posture later turns into the Hanji 971-972 rupture.
Hanji 953 adds a late-Han positive case through 刘表’s entry into 荆州. 蒯良 argues that officials fail because they do not love the people, so Liu Biao can turn “仁义” into practical attachment. The source does not make people-support stand alone: it works because 蒯越 supplies the parallel force-absorption plan and Liu Biao turns both into a base at 襄阳.
Hanji 969 adds a late-Han negative case through 青州. The source does not present Qingzhou civilians as a loyal base for either claimant; it shows the opposite endpoint, where competing appointees and food exhaustion make ordinary people the victims of military survival. People-based security is absent: armies remain in the field, but the population loses protection and food access.
People-based political security / 民心型政治安全 is the practical security lesson 《资治通鉴·周纪》25丨赵良对商鞅说:你不配 draws from 赵良’s warning to 公孙鞅 / 商鞅. Zhao Liang’s line “得人者兴,失人者崩” is not treated only as moral advice. It explains why one minister can move without guards while another cannot leave home unless surrounded by armed protection.
The source’s contrast case is 百里奚. Baili Xi is remembered as high-achieving but plain, trusted, and mourned by Qin society; Shang Yang is remembered as effective but feared and resented. In this reading, public regard and elite acceptance are a form of political infrastructure. They reduce security costs, lower revenge risk, and give a minister more room to survive a ruler’s death or a change in factional weather.
The concept sits between 人和政治力量 and 民本合法性, but it is narrower than both. It does not claim that popular support alone creates rightful rule. It says that a powerful actor who loses enough social support may become operationally unsafe even while holding office, because protection depends too much on coercion and a single patron.
Hanji 971 adds 徐州 as the negative civilian-security case before the Liu Yu/Gongsun Zan branch. 曹操’s revenge for 曹嵩遇害 may answer family injury, but the reported 徐州屠杀 destroys the people-support environment that later Hanji 987 says makes Xuzhou a poor target for Cao Cao while 兖州 remains unsecured.
《资治通鉴·周纪》45|以史为鉴,君王到底该不该杀人成性? extends the same logic from ministerial safety to rulership through 宋康王 / 宋君偃. Song Kang Wang’s violence wins territory but leaves him without people willing to defend the state when Qi, Chu, and Wei attack. The episode links that collapse to 不爱杀人者能一之: coercion can create fear, but lost people-support becomes a security failure.
《资治通鉴·周纪》49丨孟子曰:我教你治国 你却把我当花瓶 adds the conquered-population version through 燕国. 齐国 can occupy Yan quickly, but if Yan’s people experience Qi as a new source of killing, imprisonment, and plunder, they will rebel or seek another rescuer. The security failure comes when fear and disgust replace defendable loyalty, allowing 齐湣王 to turn cruelty stories into 道德化战争借口 and leaving the capital without people willing to protect the ruler.
《资治通鉴·周纪》70丨喜欢花样作死的齐国君主 applies the same mechanism back onto Qi Min Wang. After 乐毅 defeats Qi and takes 临淄, Qi Min Wang’s flight shows how lost people-support becomes practical exposure: hosts in Wey, Zou, and Lu are unwilling or unable to protect him, and 卓齿 can turn from rescuer into killer. The episode therefore treats popular and elite abandonment as part of the security environment around a ruler’s body.
《资治通鉴·周纪》72丨什么样的人 才是忠贞之士? adds the post-conquest repair side. 乐毅’s forces try to make captured 齐国 governable by disciplining troops, forbidding plunder, honoring recluses, reducing taxes, and restoring older good policies. At the same time, 王蠋 and 田法章 show that security remains broken for people tied to the old order: a worthy former official is coerced into a lethal choice, and the dead ruler’s son survives only by hiding.
《资治通鉴·周纪》73丨历史上自由恋爱的开创者是谁? adds the restoration side of the same security problem. 田法章 can survive only by hiding in 莒城, but 王孙古’s revenge mobilization and the ministers’ search for the royal heir show that Qi still has enough local loyalty to punish 淖齿 / 卓齿 and install 齐襄王.
《资治通鉴·周纪》78丨齐国命运竟被城管给救了? adds the final-holdout and commander-trust version. 乐毅 treats 莒城 and 即墨 as political as well as military problems: a destructive assault could frighten already occupied Qi cities and undo the security he has been building. 田单 then reverses the security balance by exploiting 燕惠王’s suspicion and damaging Yan army morale through commander replacement.
《资治通鉴·周纪》79丨史上用耕牛 打胜仗第一人 adds the popular-anger version of the same mechanism. 骑劫 tries to frighten Jimo by mutilating prisoners and digging graves, but the acts make surrender look unbearable and turn private family violation into collective resolve. Tian Dan’s later fire-ox night raid works because Yan has lost the people-support environment that Le Yi was trying to preserve.
《资治通鉴·周纪》81丨历史早期PUA记实录(1) adds the danger of people-based security for the minister who possesses it. 田单’s care for a freezing old man makes sense as a humane reflex from a commander who lived with 即墨’s people through siege, but 齐襄王 reads that same public affection as rival legitimacy. The episode therefore shows popular support as a double-edged asset: it protects a state and can endanger the actor who is seen as owning it.
《资治通鉴·周纪》74丨还原完璧归赵真相! adds Xunzi’s people-support criterion as a compact theoretical statement. In the episode’s closing evaluation, winning the people makes a state secure, while ritual-righteousness and administrative competence rank even higher and wealth extraction ranks lower. 《资治通鉴·秦纪》99-4|谁是孔子后最伟大的思想家? adds Xunzi’s civilian-protection version. A renyi army should not kill the old and weak, trample crops, punish those who retreat without fighting, or treat voluntary submitters as ordinary captives. Hanji 993 adds a late-Han Jiangdong version through 孙策. His army’s strict discipline makes frightened people return with food and wine, and his later Qu’a settlement avoids forced enlistment while offering amnesty and household tax relief. The source treats those choices as part of Sun Ce’s ability to turn conquest into local support and military growth, not merely as personal generosity.
Hanji 142 extends the Xiang Yu side of that contrast after 鸿门宴. Xiang Yu’s killing of Ziying, burning of 咸阳, plunder, and execution of 韩生 after criticism all damage the social and adviser support needed to turn conquest into security. The source makes Liu Bang’s earlier restraint more than personal caution: it is the kind of conduct Xiang Yu fails to sustain when he controls Qin’s center.
Hanji 168 part 1 adds the final Xiang Yu version. After 四面楚歌 and 虞姬’s death, Xiang Yu’s breakout is undone partly by a nameless farmer who deliberately points him the wrong way near Yinling. The host reads this not as random trivia but as the concrete shape of lost民心: when Xiang Yu says Heaven is destroying him, the source answers that “Heaven” is appearing through people who no longer protect him.
Hanji 168 part 2 keeps the same “天亡我” language but shifts the emphasis to self-diagnosis. 项羽 repeatedly treats failure as Heaven’s decision, while the episode argues that his real losses are strategic, political, and psychological: he cannot convert popular abandonment, morale collapse, or the 乌江亭长’s retreat option into corrected action. People-based insecurity has therefore become internal as well as external.
Hanji 1020 adds a late-Han court and local-protection version. 何夔 says 袁术 cannot gain popular support because he lacks trust, while 许褚 shows the micro-level opposite: in a violent countryside, local households attach to someone who can actually protect them. The 杨彪 case adds a court version, because 满宠 warns 曹操 that punishing a famous old minister without proof would lose public confidence.
Hanji 1019 adds a polity-scale late-Han version through 陈国. 刘宠’s military protection and 骆俊’s civil administration make Chen attractive to displaced people after disorder; popular movement toward Chen is therefore evidence of protection capacity. The same case also shows the limit: people-based security can make a local order valuable, but it does not by itself protect the leadership core from 袁术 and 张闿.
Hanji 1001 adds the pre-usurpation version. 张承 answers 袁术 that rule lies in virtue, not strength, and invokes the pattern that near people should be pleased and distant people should come. Yuan Shu’s generals’ silence and 阎象’s warning show the support failure before formal opposition forms.
Hanji 998 adds a northern late-Han version through 公孙瓒. After killing 刘虞, abusing local elites, and empowering disliked dependents, Gongsun Zan loses the social base needed to hold 幽州. The later coalition around 鲜于辅, 阎柔, 乌桓, 鲜卑, 刘和, and 袁绍 shows people-based insecurity at regional scale: officials are killed, commanderies defect, and 易京 cannot make up for the lost support.
Hanji 1030 adds the narrower command-trust endpoint of the same insecurity. Gongsun Zan’s earlier refusal to rescue surrounded subordinates teaches his own commanders that danger is not shared from the center. When 袁绍 reaches 易京, southern commanders surrender, flee, or refuse rescue, so people-based security appears not only as popular support but as a command network’s confidence that protection will be reciprocal.
Hanji 972 supplies the immediate prehistory for that regional collapse. 刘虞 has enough local moral authority that his killing becomes dangerous after his defeat, while 田筹 turns loyalty to Liu Yu into a functioning mountain settlement in 徐无山.
