The concept is not just corruption or favoritism. A ruler’s public demand for talent creates an opening, but actual attention remains scarce and mediated by access brokers. Those brokers may look socially disreputable to established elites, yet they can still connect high-value outsiders to decision-makers when formal channels are thin.

The risk is that access and evaluation become entangled. 公叔痤 recognizes Shang Yang’s ability inside 魏国, but 魏惠王 / 梁惠王 does not trust the recommendation enough to use him. Here the private channel does not surface reform talent for Qin; it lets 荆轲 and 秦武阳 turn gifts and a surrender script into access to 嬴政 / 秦始皇.
