Regency Authority Conversion / 摄政权威的能力转化

Definition

Regency authority conversion is the process by which temporary, delegated, or substitute sovereign authority becomes—or fails to become—effective governing capacity. It separates title and dynastic proximity from command, resources, coalition support, institutional fit, and legitimacy.

Current Synthesis

The source’s Chinese and European survey shows that similar functions can carry different labels: 摄政, 监国, 临朝称制, Regent, and Prince Regent do not map neatly onto one institution. What can be compared is the political problem created by a minor, absent, incapacitated, or unavailable sovereign.

Hunyadi János entered regency after building military credibility, control of defensive infrastructure, and an ability to mobilize personal resources. Zaifeng entered it through family and succession but did not control the Beiyang network or assemble a durable reform coalition. The contrast suggests that delegated office works when legal authorization is joined to operational capacity and accepted limits; concentration of titles without those supports can accelerate distrust.

Key Claims

  • Regency is a function before it is a title: different political systems name and constrain substitute rule differently.
  • Formal delegation does not itself create command capacity, fiscal resources, information, or coalition support.
  • Preexisting practical authority can make regency effective, as Hunyadi’s military organization did during Hungary’s succession crisis.
  • Dynastic legitimacy can install a regent while still leaving military and administrative networks outside effective control.
  • The moral expectation that a regent will restore power to the sovereign coexists with fear that delegated power will become usurpation.
  • Crisis performance and exit credibility jointly shape whether regency strengthens or discredits the political order.

Evidence

Counterevidence & Qualifications

The concept does not reduce success to personal ability. Hunyadi depended on a specific Ottoman threat, noble selection, fortresses, soldiers, and private resources, and he suffered major defeats. Zaifeng governed amid structural fiscal, military, constitutional, and revolutionary pressures that no personality account can absorb. The comparison is analytical, not evidence that early Zhou, medieval Hungary, British constitutional monarchy, and late Qing rule shared one constitutional form.

What Changed

  • Created a cross-regional distinction between regency title and effective governing capacity.
  • Added coalition, command, resources, legitimacy, and exit credibility as the mechanism’s main dimensions.
  • Grounded the contrast in Hunyadi’s capacity-first rise and Zaifeng’s office-first weakness.
