Victory Deterrence Diplomacy / 胜势威慑外交
Victory deterrence diplomacy / 胜势威慑外交 enters the wiki through Hanji 157 part 2 as 李左车’s advice to 韩信 after the 背水一战 at 井陉口. The concept names the move from battlefield success to diplomatic pressure: use a fresh victory, visible posture, and carefully sent envoys to make the next state submit without immediate assault.
The case begins with a constraint. Han Xin’s army has won over 赵国, but Li Zuoche warns that the troops are exhausted. If they immediately attack 燕国’s fortified cities and bog down there, 齐国 can prepare its border and the wider 刘邦-项羽 struggle may shift against Han.
The alternative is to convert reputation into sequence. Han Xin should rest the army, pacify Zhao’s people, display a northward move, and send an eloquent envoy to Yan with letters showing Han’s advantage. If Yan submits, the result becomes a precedent that can be carried by another envoy toward Qi.
Hanji 162-3 gives the Qi-side payoff and limit. 郦食其 does persuade 田广 at 临淄 that Han’s advantage makes submission safer than continued Chu alignment, but 韩信 then accepts 蒯彻 / 蒯通’s argument to attack anyway. The concept therefore now includes a command-synchronization constraint: deterrent diplomacy can succeed locally and still fail politically if the parallel army has no clear stop order.
Hanji 163 shows the danger inside that constraint. The same Han Xin campaign that made Li Shiqi’s warning credible continues after Qi accepts surrender, so the target concludes that diplomacy was deception. Victory-deterrence diplomacy can therefore become self-destructive unless the military pressure that gives it force is synchronized with the political settlement it produces.
Hanji 185 adds a post-founding frontier version through 陆贾’s mission to 赵佗. Here the victory being spent is not Han Xin’s fresh campaign reputation but 刘邦’s completed defeat of 项羽 and rule over the Central Plains. Lu Jia makes that victory diplomatically usable by telling Zhao Tuo that 南越’s local strength cannot match Han’s people, territory, goods, and unified command.
This is adjacent to 招降示范级联, but narrower. A surrender cascade can begin from reward, fear, or local example; victory deterrence diplomacy specifically begins from a recent or remembered victory that changes expectations about resistance. It is also adjacent to 占领区怀柔治理, because the deterrent threat works better if the newly conquered rear is rested and politically quiet, and to 册封威慑式边疆外交, where deterrence is packaged with formal title recognition.
Key Claims
- A victory can be spent as diplomatic capital instead of immediately followed by another battle.
- Deterrence is strongest when the opponent believes both that the victor can attack and that resistance will be isolated.
- Exhaustion limits pursuit: a commander who attacks the next fortified target with tired troops may convert victory into overextension.
- Pacifying the newly conquered territory is part of external pressure, because it lets the victor look stable rather than stretched.
- Sequential submission matters: Yan’s surrender becomes the example used to pressure Qi.
- The tactic depends on envoys and timing as much as battlefield reputation.
- The concept does not claim persuasion replaces force; it shows how force can make persuasion credible.
- Hanji 162-3 adds that the same force that makes persuasion credible must also be command-synchronized; otherwise a victorious army can turn the envoy’s success into betrayal in the target’s eyes.
- Hanji 185 adds a frontier-recognition version: completed regime victory can make an envoy’s warning credible even without moving troops immediately.
Connections
- Hanji 185, 陆贾, 赵佗, 南越, and 册封威慑式边疆外交 - Liu Bang’s completed victory converted into southern submission pressure.
- Hanji 162-3, 郦食其, 田广, 临淄, 韩信, and 蒯彻 / 蒯通 - Qi submission pressure disrupted by an unsynchronized attack.
- 韩信 and 李左车 - commander and adviser in the source case.
- 背水一战, 死地战术前提, and 战场信息控制 - battle and doctrine that create the reputation being converted.
- 燕国 and 齐国 - target states in the proposed sequence.
- 赵国, 张耳, and 占领区怀柔治理 - conquered territory and stabilization layer behind the pressure.
- 招降示范级联 - broader pattern of making surrender repeatable.
- 荥阳相持, 刘邦, and 项羽 - central Chu-Han pressure that makes avoiding wasted siege time strategically important.
