Albert “Patty” Simon

Albert "Patty" Simon is the Barbudan historical voice in Sand heists and property rights in the Caribbean (Summer School). He explains how Barbuda moved from colonial leasehold under Christopher Codrington, through slavery and abolition, into a land system where formerly enslaved people remained on the island without adopting ordinary private title.

The source uses Simon’s account to ground Path Dependence. Barbuda’s current land conflict is not treated as a fresh policy choice in a vacuum; it inherits the institutional absence, neglect, and community practice that later became Communal Land Tenure and then the Barbuda Land Act.
