鲍昱 / Bao Yu is a Zhangdi-era minister whose current profile combines frontier rescue advocacy with later disaster-framed legal redress. Hanji 745 makes him the Situ who argues that rescuing Geng Gong and Guan Chong protects state credit and loyal-service morale, while Hanji 746 shows his drought answer turning the Chu-king implication cases into concrete redress.

Hanji 745 gives Bao Yu’s earlier rescue layer. When Guan Chong requests aid for the isolated Western Regions defenders, Fifth Lun opposes dispatching troops. Bao Yu argues the opposite: Northern Xiongnu has failed to take two small Han positions for months, so it is tired, and abandoning the defenders would externally embolden frontier enemies while internally injuring those who die for Han.
