霸上 / Bashang enters the wiki through Hanji 139 as the camp site southwest of 咸阳 where 刘邦 turns military entry into political management. After 子婴 surrenders and Liu Bang briefly enters the Qin palace, 樊哙 and 张良 persuade him to leave the palace and return to the army camp.

The place matters because Liu Bang’s occupation posture is staged there. At Bashang, he keeps officials and commoners in place, announces 约法三章, sends envoys through the counties, and refuses the cattle, sheep, wine, and food locals bring to reward his troops. The episode reads this as 占领区怀柔治理: Qin’s former heartland is being treated as a possible future base, not only as conquered spoil.

Hanji 140 part 1 makes Bashang the weaker camp in the pre-鸿门宴 standoff.
