曹鸾 / Cao Luan (late Han)
Hanji 907 introduces Cao Luan as the Yongchang commandery administrator who memorializes for party figures in 176 CE. He argues that the banned group includes elders, moral persons, and talented士大夫 who could serve the state, and he connects disasters such as flood, drought, and epidemic to the court’s unjust treatment of them through 自然灾害政治征兆.
The source makes Cao Luan a boundary case for late-Han remonstrance. His memorial reaches 汉灵帝, but instead of producing review or mercy, it triggers his arrest, transport to 洛阳, interrogation, and death.
