When the Pei County magistrate considers responding to the 大泽乡起义, Xiao He and Cao Shen advise him to recall 刘邦 and the county’s fugitive group because they have enough force to stabilize local compliance.

The plan reverses once Liu Bang returns with hundreds of followers. The magistrate fears he cannot control the outlaws and plans to kill Xiao He and Cao Shen; both escape over the wall and join Liu Bang outside the city. After Liu Bang’s letter helps turn the county elders against the magistrate, Cao Shen joins Xiao He in recruiting local troops for the new anti-Qin force.
