Hanji 922 presents Chen Bao as the Hanzhong reporting official who explains the 板楯蛮 rebellion to 汉灵帝. He traces their position to hereditary tax exemptions and past military service from Qin through Han, then argues that the current revolt comes from local officials’ illegal extraction, forced sales, ignored complaints, and blocked access to the capital.

Chen Bao’s advice is a clean example of 查因安抚式治理. He recommends sending capable and incorrupt officials rather than treating the uprising as a purely military problem. The court follows this by appointing 曹谦 to 巴郡 and issuing amnesty, after which the source says the Bandun people quickly submit.
