The episode does not make Ding Gong an independent actor. He marks the court-office churn of 187 CE: while Liangzhou, Youzhou, Wuhuan, Changsha, and Xiongnu-linked trouble accumulate, the court continues moving people through the Three Excellencies without demonstrating restored control.
