范齐 / Fan Qi (Lu Wan envoy)

范齐 / Fan Qi enters the wiki through Hanji 191 as the covert messenger 卢绾 sends to 陈豨 after accepting 张胜’s warning about Yan’s danger.

His function is narrow but important. Fan Qi tells Chen Xi to keep resisting and not resolve the war quickly, because prolonged fighting leaves Liu Bang occupied and gives 燕国 more room to survive. The episode therefore uses Fan Qi as evidence that Lu Wan’s policy has shifted from open Han-side suppression to hidden delay.
