Gaston Browne

Gaston Browne is the prime minister of Antigua and Barbuda in Sand heists and property rights in the Caribbean (Summer School). After Hurricane Irma damaged Barbuda, he proposed giving residents individual title to the plots they occupied for one Eastern Caribbean dollar.

The source presents Browne’s plan as a Property Rights As Investment Incentive argument: title would make land usable as collateral for rebuilding loans. It also makes him the central political actor in Disaster Recovery Privatization, because Barbudan residents saw the proposal as weakening Communal Land Tenure and opening most of the island to outside development.
