公孙瓒 / Gongsun Zan enters the wiki through Hanji 1015 as the northern opponent tying down 袁绍. 郭嘉 uses Yuan Shao’s campaign against Gongsun Zan to identify a window for 曹操 to move against 吕布.

The episode does not develop Gongsun Zan’s own politics. His role is structural: because Yuan Shao is occupied in the north, Cao Cao has time to remove an eastern flank threat before the larger Yuan Shao confrontation becomes immediate.
