Great Embassy / 大使团出访
Overview
The Great Embassy was Peter the Great’s 1697-1698 European mission combining diplomacy, recruitment, observation, and practical technical study under the nominal disguise of Peter Mikhailov.
Current Profile
The mission sought officers, sailors, shipwrights, technical specialists, and allies against the Ottoman Empire / 奥斯曼帝国. Peter traveled through Riga, Brandenburg, the Dutch Republic, England, Dresden, and Vienna, working in shipyards and visiting factories, laboratories, collections, Parliament, and the English Mint. His failed anonymity made the embassy theatrical, but its practical purpose was real: he wanted transferable maritime and administrative capability rather than ceremonial exposure alone.
The Streltsy revolt cut short the planned continuation to Venice. The embassy did not secure the anti-Ottoman coalition Peter wanted, yet it supplied personnel, tools, techniques, and models later folded into coercive Westernization and Modernizing Autocracy.
Key Characteristics
- It joined state diplomacy to a ruler’s personal technical apprenticeship.
- Shipbuilding and maritime power were its strongest practical focus.
- Peter compared tacit Dutch craft knowledge with more systematic English methods.
- Recruitment converted observation into movement of specialists back to Russia.
- Political admiration abroad did not translate into limits on Russian monarchy.
- The Streltsy crisis ended the journey and linked foreign learning directly to repression at home.

- Political limit: 563. Peter the Great: Bloodbath in the Kremlin (Part 2) contrasts Peter’s admiration for open English political speech with his rejection of comparable limits for Russia.
- Abrupt return: 563. Peter the Great: Bloodbath in the Kremlin (Part 2) connects the Streltsy mutiny to the abandoned Venice leg and rapid journey east.
Qualifications
The page rests on one narrative podcast episode. Exact participant counts, reported remarks, incidents, recruitment totals, and the causal weight of particular visits remain source-scoped; the embassy should not be reduced either to a disguised holiday or to a complete blueprint for Peter’s later reforms.
What Changed
- Created the page to distinguish the Great Embassy as a combined diplomatic, recruitment, and hands-on learning project.
Relationships
- Peter the Great / 彼得大帝 - ruler who traveled as Peter Mikhailov and used the mission as technical apprenticeship.
- Modernizing Autocracy - state-building pattern into which imported knowledge and personnel were incorporated.
- Coercive Westernization - domestic enforcement program that followed Peter’s return.
- Streltsy / 射击军 - revolt that ended the journey and became the target of mass repression.
- Ottoman Empire / 奥斯曼帝国 - intended target of the alliance diplomacy that produced limited results.
- Great Northern War / 大北方战争 - Baltic conflict toward which Peter pivoted soon after the embassy.
