Hangzhou is one of 苏轼’s major official and literary locations in 105.苏东坡:一腔豪迈之气,一肚皮不合时宜. The episode first uses his Hangzhou通判 period to show that outside court service was not pure exile or leisure: Su Shi could write about bamboo shoots and West Lake while still remaining politically visible.
The later Hangzhou return grounds the source’s Local Governance As Care / 地方治理作为照护 claim. Su Shi dredges West Lake, uses silt to build the 苏堤, stores grain for disaster relief, creates medical facilities, researches and distributes medicine, and organizes help for families tempted toward infant abandonment by poverty.
