何海 / He Hai (late Han)
Hanji 917 introduces 何海 / He Hai as the 上禄县长 who petitions 汉灵帝 to narrow party-prohibition collateral punishment. His argument is procedural and kinship-based: people who share a great-grandfather but not a grandfather are already separate enough that punishing them as if they belonged to the same household overextends the ban.
The source says Emperor Ling adopts the suggestion, so He Hai becomes a rare repair case inside the same episode that otherwise stresses ignored remonstrance. His action does not end the Party Prohibition, but it creates 党锢亲属牵连缩限 before the later 党锢危机赦免 branch.
