黄衍 / Huang Yan (late Han) enters through Hanji 937 as the former Jiuquan administrator sent by 王国 to persuade 傅燮 to surrender at 汉阳郡.
His role is the surrender-test foil. Huang Yan argues that the Han is nearly finished and offers Fu Xie leadership among the rebels. Fu Xie reacts by pointing to Huang Yan’s own former Han office and condemning him for speaking on behalf of rebels after receiving state appointment.
