Jia Cong enters through Hanji 927 as the official selected to handle a rebellion in 交趾郡. The source identifies him as a man from 东郡 who had served as 京县 magistrate before being appointed Jiaozhi inspector.

His method is the page’s significance. Jia Cong does not treat Jiaozhi as merely a distant bandit problem. He first investigates why people rebelled, finds that earlier inspectors extracted wealth and blocked complaints, and then issues a reassurance proclamation, recalls refugees and hungry people, exempts corvee labor, kills major violent leaders, and appoints clean capable acting county heads.
