荆州 / Jingzhou enters the late-Han branch through Hanji 1010 as 刘表’s regional base. The episode says Liu Biao had entered Yicheng, worked with 蒯越 and 蔡瑁, suppressed local armed clans, and established broad control over northern Jingzhou while 南阳郡 remained contested by larger late-Han forces.
The same source makes Jingzhou a refuge and a strategic ceiling. Liu Biao’s administration keeps the region comparatively peaceful, treats commoners and scholar-officials well, and attracts many displaced scholars, but 贾诩 judges that Liu Biao’s suspicion and poor disorder-era decisiveness prevent him from turning local stability into a wider conquest project.
