Khartoum
Khartoum is the Sudanese capital described in Outsider chance: ending Sudan’s proxy war after the [[SudaneseArmedForces|SAF]] retook it from the [[RapidSupportForces|RSF]]. Tom Gardner says the city feels quiet, empty, pitch-black at night, and devastated around the presidential palace and airport.
The episode uses Khartoum to qualify battlefield-win narratives. Retaking the capital does not mean Sudan is near peace: richer neighborhoods remain largely empty, services and safety are uncertain, many buildings have been looted, and fighting elsewhere can still threaten the capital if El Obeid falls.
