The source gives Liu Chang only as a title appointment, not as a developed biography. After 薛公 / Xue Gong (Han adviser) predicts that Ying Bu will choose the lower rebellion strategy, 刘邦 abolishes Ying Bu’s title and makes Liu Chang king of 淮南国.
In wiki terms, the appointment extends 同姓王分封 into the Huainan crisis. The center does not merely suppress a different-surname king; it immediately marks the intended successor structure by replacing the rebel’s royal status with a Liu-clan title.
