刘猛 enters the wiki through Hanji 902 as the sili xiaowei ordered by 汉灵帝 to identify the anonymous Zhuque Gate accuser of 曹节 and 王甫. The episode says Liu investigates and finds the accusation substantially true, so he does not pursue the accuser with real force.
His restraint makes him an early victim of anonymous remonstrance suppression. Ling removes him and demotes him to jianyi dafu; after 段熲 takes over the office, Cao Jie and allied eunuchs press Duan to impeach Liu under other charges, leading to Liu’s punishment as forced labor at the left workshop. The case shows feedback collapse at the enforcement stage: the official who recognizes the warning’s truth is punished for not hunting the speaker.
