洛邑 / Luoyi appears in 《资治通鉴·周纪》18丨中国历史上第一例人头税 as the Zhou “京师,” or royal capital, where the lords meet in 344 BCE. The host’s key point is lexical: the notice says the lords “会” at the capital, not that they “朝” the king, which becomes evidence of a meeting not centered on royal audience.
