Overview
朔方郡(西汉) / Shuofang Commandery (Western Han) is the administrative and settlement project through which Hanji 280 part 1 says the court tried to convert recovery of the 河套/河南地 into durable frontier control.
Current Profile
After 西汉河南地之战, 主父偃 recommends holding the fertile field behind the Yellow River and producing supplies locally. 汉武帝 reportedly establishes Shuofang Commandery, assigns 苏建 to supervise a large construction force, rebuilds Qin fortifications, moves settlers, stations soldiers, develops farming and salt, and places captives and submitters in the region.
The commandery is therefore a concentrated case of 边疆资源整合治理: administration, wall repair, population, garrison, food, and resources reinforce one another. The same source sharply qualifies the achievement by reporting very high transport, fiscal, and labor burdens and near depletion of the treasury.
Key Characteristics
- Administrative conversion of a campaign gain into governed territory.
- Fortification program joining a new city with repaired Qin-era defenses and the Yellow River barrier.
- Population and garrison project using moved households, soldiers, captives, and submitters.
- Production strategy involving farming, military settlement, and salt development.
- High-cost state project whose strategic durability depends on continuing fiscal, transport, and labor capacity.
Evidence
Policy rationale:
- Hanji 280 part 1 says Zhufu Yan argues that fertile land, the river barrier, lower grain-transport pressure, and an anti-Xiongnu base justify permanent development.
Construction and settlement:
- Hanji 280 part 1 says Su Jian supervises construction and wall repair while the court moves settlers and stations troops.
Production and cost:
- Hanji 280 part 1 reports farming, salt development, and mixed settlement alongside immense expense and transport burden.
Qualifications
The page is based on one compact episode and does not establish the commandery’s full administrative history, precise boundaries, construction chronology, population composition, or later durability. Builder and settler totals, costs, troop strength, treasury effect, abandonment of Zaoyang, salt output, and the voluntariness or conditions of population movement remain source-scoped. “Integration” describes a state strategy and must not conceal coercive relocation, labor, and extraction.
What Changed
- Created the commandery page as the institutional bridge between battlefield recovery and continuing territorial control.
Relationships
- 河套地区(西汉) / Hetao Region (Western Han) - territory administered and developed through the commandery project.

- 主父偃 / Zhufu Yan - adviser credited with the strategic consolidation proposal.
- 苏建 / Su Jian (Western Han) - official assigned to supervise construction in the episode.
- 边疆资源整合治理 / Frontier Resource Integration - concept explaining the joint use of administration, population, infrastructure, food, and salt.
- Tuntian System / 屯田制 - related local-production system later used more extensively along Han frontiers.
