Siemens is the German supplier in No.201 中国高铁简史 whose failed first-round bid illustrates Chinese procurement leverage. The episode says Siemens initially asked for high prices and high technology-transfer fees, won nothing in the 2004 round, and later returned under less favorable terms for the 300 km/h order.
