随何 / Sui He enters the wiki through Hanji 153 as the 刘邦-side envoy who volunteers after 张良’s 下邑画策 identifies 英布 as the most urgent defection target.
The episode keeps Sui He’s role at the point of departure. Liu Bang asks who can go to Jiujiang to persuade Ying Bu to rebel against 项羽 and delay Xiang Yu for several months; Sui He responds that he is willing to go. The source therefore introduces him as the operator who will turn a strategic design into a diplomatic mission, while leaving the result for a later episode.
Hanji 153 part 2 repeats the departure from Liu Bang’s crisis language. When Liu Bang complains that the people around him cannot plan major affairs, Sui He asks what he means; Liu Bang then names the Jiujiang mission, and Sui He volunteers. Liu Bang sends twenty people with him, making the diplomatic leg one concrete arm of the recovery effort while the army falls back toward 荥阳.
Sui He’s importance is not battlefield command but timing. After the 彭城之战, Liu Bang has lost public strength and many lords are changing sides under 实力重估式阵营转向. Sui He’s mission aims to reverse that momentum by exploiting the already damaged trust between Xiang Yu and Ying Bu.
