Wang Hong’s judgment is that he and Song Yi remain 王允’s outside shield: Li Jue and Guo Si hesitate because the two men hold troops outside the immediate captured court. He therefore proposes not answering the summons and instead joining with eastern anti-Dong-Zhuo forces. The episode treats this as the last plausible move to turn danger into counterattack.
