乌江亭长 / Wujiang Pavilion Chief enters the wiki through Hanji 168 part 2 as the local official who brings a boat to 乌江 and urges 项羽 to cross. He argues that Jiangdong still has land and people enough for Xiang Yu to remain king, and that Han pursuers will not be able to cross because he has the only boat.
In the episode’s structure, the pavilion chief matters because he makes the survival route concrete. Xiang Yu’s refusal is therefore not because no boat exists, but because he converts escape into shame before the Jiangdong elders.
