In the 144 CE layer, Rinan Man revolt during the broader unrest at the end of Emperor Shun’s reign. As Jiaozhi inspector, Xia Fang induces the rebels to surrender, giving the court one stabilizing southern-frontier outcome amid Yang-Xu, Jiujiang, and Rinan disorder.

In the later Hanji 854 layer, the court appoints Xia Fang from Guiyang administrator to Jiaozhi inspector during renewed southern unrest, and the Rinan population again surrenders in large numbers. The repeated association with Rinan surrender makes Xia Fang a useful case for pacification through inducement.
