湘山祠 / Xiangshan Shrine appears in 《资治通鉴·秦纪》122-3|秦始皇竟和神仙撕起来了! as a sacred site on 秦始皇’s return route during the 219 BCE eastern tour. The emperor reaches the area after the Pengcheng/Xuzhou search for 九鼎 and is blocked by strong wind while attempting to cross.
The episode makes the shrine a test case for conquered sacred geography. Once the wind is attributed to 湘君, Qin Shi Huang responds by sending three thousand convicts to cut the mountain’s trees, leaving the red earth exposed. The site therefore marks the turn from Qin’s former-Qi ritual incorporation to punitive humiliation of a Chu-associated local deity space.
