萧何 / Xiao He enters the wiki through Qinji 128-6 as a 沛县 official already close enough to 刘邦 to manage his public excess. At 吕公’s banquet, Xiao He is responsible for sorting guests by gift amount and seating status.
When Liu Bang arrives without money and loudly claims “贺钱一万,” Xiao He tries to defuse the scene by saying Liu Ji talks big and achieves little. The episode treats this not as mere mockery, but as evidence that Xiao He understands Liu Bang’s style and can manage the social risk around him.
The source later groups Xiao He with Lu Gong and 张良 as people who can recognize Liu Bang’s unusual potential. Xiao He therefore belongs to 基层官吏网络政治资本: the lower county-office circle that Liu Bang builds before he has a serious army and that later feeds the Western Han founding group.

Qinji 129-1 moves Xiao He from Pei County mobilization into Liu Bang’s early battlefield politics. After 刘邦 defeats the Sishui commandery supervisor Ping, Xiao He and 夏侯婴 persuade Ping to surrender Huling County. The episode uses this as part of Liu Bang’s local-gain line while 张楚政权 suffers larger command failures.
