谢安 / Xie An of Xiapi is the local actor who kills 徐凤 in the 145 CE anti-bandit campaign. His case shows how official rewards can mobilize local kinship groups into practical suppression work.

Xie An appears after Teng Fu’s reward notices and campaign victories have fractured the Xu-Yang bandit field. When Xu Feng escapes and burns Dongcheng, Xie An leads his family and local associates to ambush Xu Feng and cut off his head.

The court rewards Xie An by making him Marquis of Pingxiang. He is therefore a compact example of 赏募动员式平乱: a local participant converts a public bounty into decisive action against a fugitive rebel.
