Hanji 922 presents Xu Xu as the taiwei assigned with 张济 to answer 汉灵帝’s 182 CE order to identify officials harming the people. The source says both are close to powerful eunuchs and accept benefits, so the review protects eunuch-linked corrupt officials while falsely reporting twenty-six clean administrators from remote areas.
Xu Xu matters as an early late-Han 君臣反馈失灵 case. The ruler asks for information after hearing popular criticism, but the officials who filter the answer turn the inquiry into private-party protection. 陈耽 later exposes the inversion, and the wronged officials are promoted, but Xu Xu’s consequence is only a scolding in the episode.
