枣祗 / Zao Zhi
Hanji 979 moves Zao Zhi earlier than the formal 屯田制 proposal. During Cao Cao’s 兖州 crisis, he is presented as the official who fortifies 东阿, gathers officials and people, and organizes adult men and women for defense while 程昱 blocks 陈宫 at 仓亭津.
This makes Zao Zhi’s later agricultural statecraft less abrupt. Hanji 979 shows him already operating at the level of population organization, local protection, and emergency logistics; Hanji 1008 then turns that practical capacity into a named grain-production institution under Cao Cao.
枣祗 / Zao Zhi enters the wiki through Hanji 1008 as the official who proposes 屯田制 to 曹操 in the late-Han grain crisis. The episode presents the proposal as practical statecraft: scattered people and unused land can be brought back into production only if military power and administrative office organize the work.
Cao Cao accepts the proposal and appoints Zao Zhi as屯田都尉, pairing him with 任峻 as典农中郎将. In this source, Zao Zhi matters less as an independent biography than as the person whose suggestion lets Cao Cao turn a war-food problem into an institutional grain base around 许都.
