张承 / Zhang Cheng (late Han)
张承 / Zhang Cheng enters the wiki through Hanji 1001 as 张范’s younger brother and the person who answers 袁术 most directly. Yuan Shu lists his land, population, and soldiers, then asks whether he can emulate Qi Huan Gong’s hegemony or Han Gaozu’s founding.
Zhang Cheng rejects the force-first premise. His answer is that ruling the realm is “in virtue, not in strength”: benevolent action can make even a small base viable, while usurpation against Heaven and the people’s wishes will produce abandonment. The source makes him the clearest voice for the episode title’s warning against provoking public anger.
