张纲 / Zhang Gang enters the wiki through Hanji 822 as the late-Han official who turns an imperial inspection mission away from routine local review and toward the protected center of corruption. His buried-wheel gesture in Luoyang and direct impeachment of 梁冀 and 梁不疑 make him an early source case for high-status accountability under 汉顺帝. His local-order aftereffect appears in Hanji 825: after Zhang Gang dies, 张婴 rises again at 广陵郡, showing that Zhang Gang’s pacification authority did not automatically survive him.

Hanji 822 places Zhang Gang among the eight inspectors sent after a 142 CE amnesty to praise good officials and investigate corrupt ones. Instead of departing for a provincial circuit like the others, he buries his carriage wheel at Luoyang’s duting and says that wolves are blocking the road, so it is pointless to ask only about foxes.
The action reframes the inspection problem. Zhang Gang submits a memorial against Liang Ji and Liang Buyi with fifteen major accusations, producing shock in Luoyang.
