张钧 / Zhang Jun (late Han)
张钧 / Zhang Jun enters the wiki through Hanji 924 as a langzhong from Zhongshan who gives the bluntest anti-eunuch memorial in the episode. He argues that 张角 can attract followers because the 十常侍 send relatives, clients, and dependents into local office, where they exploit the people and push resentment toward rebellion.
Zhang Jun proposes killing the Ten Attendants and publicly displaying their heads to apologize to the people. 汉灵帝 instead shows the memorial to the attendants, accepts their submission display and military-money offer, and leaves the faction in place. Zhang Jun is then accused of believing in the Yellow Turban way and is beaten to death in prison.
The source makes Zhang Jun a late-Han case where 民心型政治安全 is recognized but unusable. The ruler hears the causal claim, yet the palace channel turns it back into 君臣反馈失灵.
