张乔 / Zhang Qiao is a late-Han frontier official who appears in Hanji 819 as both precedent and solution. 李固 first cites Zhang Qiao’s earlier Yizhou pacification to show that locally situated officials can outperform distant generals, then recommends him for the 138 CE Jiaozhi crisis.
