张岐 / Zhang Qi (Late Han) enters the wiki through Hanji 954 as the former Lelang commandery administrator sent by 袁绍 and 韩馥 to 刘虞 in Youzhou. His mission is to offer Liu Yu the imperial title after coalition actors decide that the 董卓-controlled 汉献帝 leaves them politically constrained.

The source does not develop Zhang Qi’s biography. His function is procedural: he turns the 另立君主合法性陷阱 from private coalition discussion into a formal approach to Liu Yu, whose refusal then preserves the distinction between others’ title project and Liu Yu’s own position.
