Hanji 939 introduces 张懿 / Zhang Yi as the inspector of 并州 killed by the 屠各胡. The episode uses his death as evidence that formal provincial office can no longer guarantee command, protection, or local obedience in the late-Han frontier field.

Zhang Yi’s killing also forms part of the setup for 刘焉’s proposal to replace weaker inspectors with stronger provincial shepherds.
